Who can open a US Dollar savings account?

Anyone can open a USD savings account! Do take note though of the required starting and maintaining balance to avoid extra charges.

What happens if I lose my passbook?

You will have to present a notarized affidavit of loss to your branch to get your lost passbook replaced. A passbook replacement fee of P200 will be charged.

Would I be able to withdraw my dollars anytime?

It would depend on the availability of USDs in your branch. Inform the branch at least one week before your withdrawal, and they will coordinate with you.
