The Role
As an MCU Manager, you will be responsible for supporting the Enterprise Program Management Office (EPMO) in ensuring that SBC, its subsidiaries, and affiliates’ initiatives are focused on the financial governance aspect of program/project management as part of the key pillar of EPMO. Your role will be responsible for reviewing and assessing the Major Expenditure Proposal (MEP) of programs/projects/initiatives submitted by the business segments, including administering the implementation of the MEP Policy. Responsibility includes conducting CAPEX reporting and analysis in line with capital governance policies and procedures. You will support the process of evaluating financial risks arising from project requests, value creation/benefit realizations, and all relevant improvements. Your role will also be key in the financial/budget planning, reporting, and post-audit of projects’ guidelines of the bank’s program investments in alignment with the Bank’s strategic plan. This role possesses management accounting and control expertise, risk and return acumen, projects financial audit background, and a demonstrated ability to work collaboratively with teams across functions.
How you’ll contribute
- Assist the program/project manager/proponent by reviewing the MEP request as part of the MEP Review process. The review covers compliance with MEP Policy on the completeness of information as well as appropriate approval requirements.
- Review the cost-benefit analysis (CvB) together with the other governance functions of EPMO, projected cash flow, and projected P&L of the project for logic, reasonableness, completeness, and accuracy. This will include accuracy of take-up and computation of investments, P&L, payback & other financial details, where the financial results are projected using reasonable assumptions, and the project is justified either using the projected returns generated from the project or by business reasons presented.
- Raise substantive issues and their resolution directly with the proponent/project manager and validate the source of the budget provided.
- Endorse to FinCon the creation of a project in the Project Financials Module – Oracle Fusion to set up the approved MEP budget. Review the request for the additional budget to if subject to cost overrun approval or not. Then, approve a change in the status of the project in PFM.
- Review Project Cost Report provided by FINCON and check on the status of budget utilization. Secure proper documentation of project closure from the proponent/project manager via the MEP Completion Form upon project completion.
- Prepare the quarterly CAPEX and MEP report for presentation to FINCOM as part of the MEP Reporting process. Assist in the CAPEX planning in the budgeting process by providing CAPEX and OPEX breakdown of approved MEPs.
- Maintain inventory and records of all approved MEPs in compliance with the Bank’s Policy on records management.
- Act as the administrator of MEP and act as the main focal for any improvements, integrations, or upgrades to be made in the tool.
- Conducts training in fields of expertise including roadshows for EPMO Finance Governance related existing guidelines and updates for implementation.
What we’re looking for
- With at least 5 years of relevant experience
- Certified Public Accountant (CPA), Project Management certification is a plus
- Working knowledge and experience in Management Accounting and Control with a focus on capital budgeting and project implementation
- Highly analytical but should be able to balance risks and returns and look at situations from an overall “effect-to-franchise” perspective.
- Above average policy/guidelines writing skills and working knowledge on the creation and roll-out of process flows
- Understanding of sound internal control/governance activities, practices, processes
- Must be able to quickly understand system interfaces, dependencies, and data requirements
- Should be able to drive a change and continuous improvement mindset
- Proven high performer with strong time management skills, ability to multitask, and highly organized
- Strong collaborator across various functional organizations to achieve a common goal
- Excellent problem-identification, solving, critical thinking, and remediation skills
- Must be able to work independently and thrive in the evolving working environment
- Above average communication and presentation skills
- Proficient in Microsoft Office and working knowledge of financial ledgers
